This is Dynamic Currency Conversion (DCC). If you accept, the ATM operator (not your bank) sets the exchange rate, which typically includes a 3-7% markup over the real rate. On a 10,000 THB withdrawal, you could lose $15-20 compared to declining and letting your own bank convert. Thai ATMs also charge a flat 220 THB fee per withdrawal for foreign cards regardless of DCC. Some shops will automatically apply DCC without asking.
